Release 180

This feature extends pre-qualification question "Categories" to allow for nested subcategories at any level.

Categories will be modelled similarly to request tags, allowing for hierarchical organization of questions.

The Questions tab will display categories with expandable/collapsible chevron icons showing parent-child relationships.

Question counts for parent categories will include all questions in child categories.

The category selector in modals (Add/Edit question) will show the full category hierarchy with proper formatting.

Delete category functionality will handle cascading deletions of child categories and allow bulk reassignment of questions.

The "Add questions" modal in questionnaire drafts will support selection and filtering by category hierarchy.
